Job Description Summary

Eastern Oregon University (EOU) is currently seeking a creative visionary to serve as it’s next Chief Information Officer/Director of Information Technology (CIO). The CIO provides vision, leadership, integrative management, and direction for the Information Technology department.

The CIO is a key contributor to formulating organizational goals as the storage, transmittal, and analysis of electronic information across EOU as part of a leadership team that is committed to student success.

Designated by the state as Oregon’s Rural University, EOU serves rural Oregon and beyond with a broad range of programs in the arts, humanities, social sciences, business, education, science, technology, and health science. The CIO oversees the university’s shared and secured information systems, as well as institution-wide IT strategic planning, budgeting, and coordination and integration of all university IT matters across a growing institution with campus and regional sites across the state of Oregon and its governmental partners. This position designs, recommends and implements IT policy at the highest level and serves as the University’s senior spokesperson on issues related to administrative, student support, clinical, and academic information systems. This position builds and maintains organizational infrastructure to enable effective work and is charged with the day-to-day management of the departmental, departmental facilities, all departmental technology, human resource activities, events and training functions involving campus users. This position participates in the development and enforcement of organizational policies and procedures to maintain the positive health of the Information Technology while ensuring data security for the university. This position also acts as the university’s “Data Compliance Officer” to ensure all data security needs and services are effectively and appropriately enforced.

The CIO accomplishes the established goals and objectives of the university’s strategic plan including program outcomes, fiscal obligations, employee and organizational development, user satisfaction, and existing and new technology and policy development. The CIO assures the integrity of financial authority as approved by the Vice President of Finance and Administration to obligate and disburse funds, negotiate and sign off on leases, contracts, and interagency agreements; such authority includes participation in finalizing departmental budgets, and ongoing financial monitoring as outlined in the university’s policies. This position provides leadership, direction, and guidance in assessing and evaluating information security risks including monitoring and ensuring compliance with security standards and appropriate policies. This position also establishes and implements standards and procedures for vulnerability assessments of campus technologies and enacting action plans to remove vulnerabilities. This position develops, implements and conducts annual testing of disaster recovery and business continuity processes and procedures.

Responsibilities

• Setting objectives and strategies for the Information Technology department.
• Provides strategic vision and technology leadership for the university through interaction with directors, deans, committees and the Executive Cabinet.
• Selecting and implementing suitable technology to streamline all internal operations and help optimize their business operations based on the strategic plan and mission of the university.
• Designing and customizing technological systems and platforms to improve user experience.
• Monitoring of critical technology systems. Includes monitoring and managing essential IT services and the staff supporting those services.
• Managing and coordinating support staff in the various IT units.
• Maintain regular campus technology communications and networks securely.
• Project planning in areas of business and technology operations.
• Management in support of critical services and disaster recovery operations. This includes providing crisis management when Information Technology systems are not fully functional through the documented campus disaster recovery plan.
• Employee reviews, recognition and disciplinary actions.
• Campus-wide training facilitation that supports these critical systems.
• Work closely with the Vice President of Finance & Administration on strategic initiatives and strategic alliances with other institutions.
• Work closely with the Vice President of Finance & Administration to chart future growth and strategic response to the demands for the organization’s services with the ability to translate IT plans, business processes and information needs between IT professionals and users and decision makers.
• Work towards uniting diverse constituencies within the university and coordinating with external agencies and vendors using discretion and good judgment in fulfilling the mission of the university.
• Promote to all constituents the importance and viability of Information Technology as not only a critical utility but also as a strategic resource for teaching and learning, administration and library information resource management.
• Thinks broadly and strategically about the organization’s work, and is also detail-oriented and organized about the implementation and structures necessary to move vision to reality. This position acts as a gap filler, coach, mentor, and bridge builder for EOU as a whole.

Minimum Qualifications

• Business Administration, Business Management, Computer Science or related fields.
• Three (3) years of demonstrated experience in directing, coordinating, and implementing comprehensive organizational operations, strategic planning, human resource management, events and training planning, and technology management (information management)
• Three (3) years of demonstrated experience working in a supporting or liaison role to boards of directors, advisory groups, public and government agencies, or experience in a role that worked directly with appointed officers and committee members.
• Three (3) years of general supervisory experience to include competencies in managing a large staff of technical professionals towards high-quality efficiency with ever-changing priorities and goals based on the changing goals of the university.
• Ability to competently analyze and resolve complex issues, both logical and interpersonal, conduct and communicate cost- benefit and return-on-investment analyses.
• Ability to competently manage and prioritize multiple projects, which includes being able to define and articulate the impact of projects on resources (including human resources) and workload. Capacity to develop technical teams through coaching, mentoring, skill building and continual performance feedback.
• Client-centered orientation and strong oral and written communication skills.
• Ability to competently communicate highly complex technical information to a wide range of audiences.
• Ability to successfully manage IT services vendors, software providers, and contractors.

• Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

Masters degree in Business Management, Computer Science or related fields.
