Job Description Summary
Eastern Oregon University (EOU) is currently seeking a creative visionary to serve as it’s next Chief Information Officer/Director of Information Technology (CIO). The CIO provides vision, leadership, integrative management, and direction for the Information Technology department.
The CIO is a key contributor to formulating organizational goals as the storage, transmittal, and analysis of electronic information across EOU as part of a leadership team that is committed to student success.
Designated by the state as Oregon’s Rural University, EOU serves rural Oregon and beyond with a broad range of programs in the arts, humanities, social sciences, business, education, science, technology, and health science. EOU cultivates innovative partnerships with communities across the region to expand economic and educational opportunities for all. Since its founding as a teacher’s college in 1929, EOU has served as an educational, cultural and economic engine for rural places. Students build meaningful connections with peers and mentors, and leaders are committed to keeping higher education accessible for the many underserved students and communities in the region.
The CIO oversees the university’s shared and secured information systems, as well as institution-wide IT strategic planning, budgeting, and coordination and integration of all university IT matters across a growing institution with campus and regional sites across the state of Oregon and its governmental partners. This position designs, recommends and implements IT policy at the highest level and serves as the University’s senior spokesperson on issues related to administrative, student support, clinical, and academic information systems. This position builds and maintains organizational infrastructure to enable effective work and is charged with the day-to-day management of the departmental, departmental facilities, all departmental technology, human resource activities, events and training functions involving campus users. This position participates in the development and enforcement of organizational policies and procedures to maintain the positive health of the Information Technology while ensuring data security for the university. This position also acts as the university’s “Data Compliance Officer” to ensure all data security needs and services are effectively and appropriately enforced.
The CIO accomplishes the established goals and objectives of the university’s strategic plan including program outcomes, fiscal obligations, employee and organizational development, user satisfaction, and existing and new technology and policy development. The CIO assures the integrity of financial authority as approved by the Vice President of Finance and Administration to obligate and disburse funds, negotiate and sign off on leases, contracts, and interagency agreements; such authority includes participation in finalizing departmental budgets, and ongoing financial monitoring as outlined in the university’s policies. This position provides leadership, direction, and guidance in assessing and evaluating information security risks including monitoring and ensuring compliance with security standards and appropriate policies. This position also establishes and implements standards and procedures for vulnerability assessments of campus technologies and enacting action plans to remove vulnerabilities. This position develops, implements and conducts annual testing of disaster recovery and business continuity processes and procedures.

Salary: $115,000 to $125,000 Annually DOE
